General Computer Corporation developed Ms. Pac-Man with Midway Manufacturing. The American company, usually abbreviated GCC, created the game from an earlier Pac-Man enhancement project called Crazy Otto.
GCC’s programmers originally designed Crazy Otto as a conversion kit that modified Pac-Man. The prototype featured new maze designs and a character with legs, and it was intended to give existing arcade machines fresh appeal. After GCC faced legal restrictions related to another unauthorized conversion kit, the team brought the project to Midway, which distributed Pac-Man in North America.
Midway recognized the commercial potential of a sequel and acquired the rights to the project. GCC then worked with Midway and Namco to revise the characters, presentation, and gameplay for release. The finished game introduced new mazes, moving fruit bonuses, altered ghost behavior, and animated story sequences.
Nintendo EAD and Atari Games are not the answer: neither developed Ms. Pac-Man. Namco created the original Pac-Man and licensed the property, but GCC was the principal developer of this sequel. That distinction explains why Ms. Pac-Man is often described as an unofficial or American-developed sequel despite its place in the Pac-Man franchise.
