New York City hosted the first session of the 1st United States Congress in 1789.

The Congress convened at Federal Hall on March 4, 1789, under the government created by the United States Constitution. It included the newly established Senate and House of Representatives, although neither chamber initially had enough members present for a quorum.

After the necessary members arrived, Congress began organizing the federal government. It created executive departments, established the federal judiciary through the Judiciary Act of 1789, and passed laws concerning revenue and government operations. George Washington was inaugurated at Federal Hall on April 30, 1789.

New York City was not the permanent national capital. The first session ended there on September 29, 1789, and the Congress later met in Philadelphia. The Residence Act of 1790 selected a permanent capital on the Potomac River, which became Washington, D.C.
