Japanese officials traveled to Manila on 19 August 1945 to meet MacArthur, the designated Supreme Commander for the Allied Powers. The delegation was briefed on the occupation arrangements and the practical procedures for Japan's surrender.

The meeting took place before the formal ceremony in Tokyo Bay. It helped establish how Japanese forces would receive Allied instructions and how the occupation would begin without waiting for every detail to be negotiated aboard the USS Missouri.

The delegates' visit is sometimes confused with the later formal signing in Tokyo Bay. Manila was the location for preliminary briefings; the Instrument of Surrender was signed in Tokyo Bay on 2 September.
