The wording comes from the King James Bible's rendering of Leviticus 25:10, a passage associated with the biblical Jubilee and the release of people from servitude.

Pennsylvania officials commissioned the bell in 1751 for the State House, now called Independence Hall. London founder Thomas Lester cast the original bell, but it cracked during testing after arriving in Philadelphia.
