Which ancient Greek god ordered Hephaestus to make Pandora?

The story behind the answer

Zeus ordered Hephaestus to make Pandora in the ancient Greek myth.

In Hesiod’s Works and Days, Zeus directs Hephaestus, the divine craftsman, to fashion Pandora from earth. Other gods then contribute qualities or gifts, creating a figure whose name is commonly understood as “all-gifted.” Her creation forms Zeus’s response to Prometheus’s theft of fire.

The myth places Zeus at the center of the punishment. Hephaestus supplies the making, while the other deities contribute attributes that help shape Pandora’s identity. Hermes is also involved in the story, including the giving of speech in some translations and traditions, but he is not the god who orders her creation.

Ancient accounts differ in their wording and emphasis, and later art often depicts Pandora’s creation as a gathering of gods. The central sequence remains stable in the familiar version: Zeus commands, Hephaestus fashions, and the gods give gifts before Pandora is sent to Epimetheus.
