Which Allied commander issued General Order No. 1 after Japan's 1945 surrender?

The story behind the answer

Douglas MacArthur issued General Order No. 1 after Japan's 1945 surrender.

The order directed Japanese forces to surrender to designated Allied commanders, disclose their military positions, and preserve equipment for disarmament. It also organized how Japanese forces in different regions would submit to Allied authority.

President Harry Truman approved the order on August 17, 1945. MacArthur then issued it in his role as Supreme Commander for the Allied Powers, and Japanese Imperial General Headquarters transmitted it to Japan's forces on September 2.

One significant provision divided surrender responsibilities in Korea at the 38th parallel. Japanese forces north of that line surrendered to Soviet commanders, while forces to the south surrendered to the United States. The order therefore helped shape the immediate postwar occupation as well as the end of fighting.
