The Marrakesh Agreement created the WTO after the Uruguay Round of trade negotiations.
The agreement was signed in Marrakesh, Morocco, on 15 April 1994. It established the legal framework for the World Trade Organization, which began operating on 1 January 1995. The WTO replaced the provisional GATT arrangement as the organization overseeing a broader set of international trade rules.
The Uruguay Round, launched in 1986, produced agreements covering goods, services, intellectual property, agriculture, and dispute settlement. The Marrakesh Agreement itself functions as the umbrella treaty, with detailed annexes containing the substantive agreements.
GATT was not simply discarded: the 1994 version became one of the WTO’s major agreements governing trade in goods. The Doha Declaration belongs to the later Doha Round, while the Treaty of Rome founded the European Economic Community.
