Which 2001 World Trade Organization negotiating round was named for Qatar’s capital?

The story behind the answer

The 2001 World Trade Organization negotiating round named for Qatar’s capital is the Doha Development Round.

WTO members launched the round at the organization’s ministerial conference in Doha, Qatar, in November 2001. Its stated purpose was to place the needs and interests of developing countries more centrally in global trade negotiations. The agenda included agriculture, services, industrial goods, intellectual property, and improvements to trade rules.

The negotiations became one of the longest-running and most difficult episodes in the history of the multilateral trading system. Major disagreements involved agricultural subsidies, market access, special treatment for developing economies, and the balance between domestic policy space and trade liberalization.

Unlike the Uruguay Round, which led to the creation of the WTO in 1995, the Doha negotiations did not produce one comprehensive final agreement. Some related agreements and decisions were reached, including the 2013 Trade Facilitation Agreement, but the broader round remained unresolved.
