The First WTO Ministerial Conference in Singapore launched the agenda later known as the Singapore issues.
The conference took place in Singapore in December 1996, the first ministerial meeting since the World Trade Organization began operating in 1995. Discussions introduced topics including investment, competition policy, government procurement transparency and trade facilitation.
The label “Singapore issues” is often used for the first three subjects, while trade facilitation later achieved a multilateral agreement. At the 2004 WTO General Council meeting, members agreed to remove investment, competition and government procurement from the Doha Round negotiating agenda, while continuing work on trade facilitation.
The Singapore conference should not be confused with the Doha Ministerial Conference of 2001, which launched the Doha Development Round. Nor was it the meeting that created the WTO; that framework came from the 1994 Marrakesh Agreement.
