The Potsdam Declaration demanded Japan’s unconditional surrender before the atomic bombings.
The declaration was issued on 26 July 1945 by the United States, the United Kingdom, and China. It warned Japan that refusal would bring “prompt and utter destruction” and set out broad terms for ending the war and removing Japanese militarism.
The Soviet Union did not initially sign the declaration because it was still neutral in the war against Japan. The Soviet Union declared war on Japan on 8 August, after which it endorsed the declaration’s terms. Japan’s government did not immediately accept the ultimatum.
After the atomic bombings and the Soviet entry into the war, Japan accepted the declaration’s terms. Hirohito announced that decision on 15 August, while the formal Instrument of Surrender was signed on 2 September.
