Which 1884–1885 meeting helped European powers formalize the partition of Africa?

The story behind the answer

The Berlin Conference of 1884–1885 helped European powers formalize the partition of Africa.

Hosted in Berlin by German Chancellor Otto von Bismarck, the meeting lasted from 15 November 1884 to 26 February 1885. Fourteen states attended, including European powers, the United States, and the Ottoman Empire. African rulers were not represented in the negotiations.

The conference established rules for European claims in Africa, including the principle of effective occupation and provisions concerning trade and navigation in the Congo Basin. It did not itself draw every modern African border, but it accelerated the process commonly called the Scramble for Africa.

The meeting is often described as dividing Africa with a map and ruler, although that phrase simplifies a longer period of conquest and administration. By 1914, European powers controlled most of the continent, with Ethiopia and Liberia retaining independence.
