The Berlin Conference formalized European rules for colonizing Africa in 1884–1885.

Hosted by German Chancellor Otto von Bismarck in Berlin, the conference brought together representatives of European powers, the United States, and the Ottoman Empire. African rulers were not represented as participants. The meeting addressed trade, navigation, and territorial claims during the period often called the Scramble for Africa.

Its General Act established principles such as free trade in the Congo Basin and freedom of navigation on the Congo and Niger rivers. It also promoted the idea that European powers needed “effective occupation” to support territorial claims, accelerating imperial expansion.

The conference did not draw every later African border directly, but its rules helped enable the partition of much of the continent. The Congo Free State was recognised as the personal possession of Belgium’s King Leopold II, rather than as a Belgian colony at that time.
