The Berlin Conference set rules for European claims in Africa during the colonial era.

The conference met in Berlin from 15 November 1884 to 26 February 1885 under the chairmanship of German Chancellor Otto von Bismarck. Fourteen states participated, although no African government was represented. The meeting addressed trade, navigation, and diplomatic procedures connected with European expansion.

Its General Act established principles such as freedom of trade in the Congo Basin and notification of new territorial claims. The idea of “effective occupation” encouraged European powers to demonstrate actual control rather than rely only on claims made on maps.

The conference did not draw every modern African boundary, but it accelerated the Scramble for Africa. European governments subsequently occupied and administered most of the continent. The conference is therefore remembered both for its diplomatic framework and for the damaging colonial consequences that followed.
