Which 1777 measure specified thirteen stripes and thirteen stars for the United States flag?

The story behind the answer

The Flag Resolution of 1777 specified thirteen stripes and thirteen stars for the United States flag.

The Second Continental Congress adopted the resolution on June 14, 1777. It described a flag with 13 alternating red and white stripes and a blue union containing 13 white stars. The stars represented “a new constellation,” while the stripes represented the thirteen United States.

The resolution did not name a designer, prescribe the stars’ arrangement, or explain the precise shades of the colors. The familiar circular arrangement of stars developed later, and the flag changed as new states joined the Union. The number of stripes was eventually fixed at 13, while the number of stars continued to increase.

The flag resolution is distinct from the Continental Union Flag used from 1775 to 1777. That earlier banner combined thirteen stripes with the British Union flag in its canton, rather than a field of American stars.
