The meeting took place at Carpenters’ Hall from September 5 to October 26, 1774. Georgia was the only one of the thirteen colonies that did not send delegates. The Congress adopted the Continental Association, a coordinated boycott of British goods, and sent a petition to King George III. It did not yet declare independence. The Second Continental Congress met in 1775 after fighting began at Lexington and Concord, then directed the Revolutionary War and adopted the Declaration of Independence. The first meeting therefore marked an important step from separate colonial protest toward intercolonial political cooperation.
