Japanese representatives met Douglas MacArthur in Manila in August 1945 to discuss surrender arrangements.
After Japan accepted the Allied terms, a Japanese delegation traveled to Manila on August 19, 1945. The representatives met MacArthur there to receive instructions concerning the surrender, occupation, and preparations for Allied forces to enter Japan.
The Manila meeting came before the formal ceremony aboard USS Missouri. It helped establish practical arrangements, including the movement of Allied forces and the procedures Japanese authorities would follow when surrendering military units and territory.
Manila is sometimes confused with Tokyo Bay because the final instrument was signed aboard USS Missouri in Tokyo Bay on September 2. It is also distinct from Yokohama, where some early occupation activity took place. The Manila discussions were a preparatory stage, not the legal completion of the surrender.
