Answer
Imperial Rescript on the Termination of the War
Hirohito's 1945 radio address was officially titled the Imperial Rescript on the Termination of the War.
The emperor's recorded rescript was broadcast to the Japanese public on August 15, 1945. It informed listeners that Japan had accepted the Allied terms and ordered the nation to endure the consequences of defeat. Because the speech used formal, classical language and the recording quality was poor, many listeners found it difficult to understand.
The address is widely known as the Gyokuon-hoso, or Jewel Voice Broadcast. That popular name refers to the unprecedented fact that ordinary Japanese people heard the emperor speak publicly, not to the formal title of the document.
The rescript was not the same as the Japanese Instrument of Surrender. The rescript announced the decision and directed Japan toward a cease-fire; the formal document was signed aboard USS Missouri on September 2.
