The United States Joint Chiefs of Staff prepared the order, and President Harry Truman approved it on 17 August 1945. General Douglas MacArthur issued it as Supreme Commander for the Allied Powers, and Japanese Imperial General Headquarters then transmitted it to Japanese forces on 2 September.
The order required Japanese commanders to surrender to designated Allied commanders, reveal military deployments, and preserve equipment for disarmament. It also established arrangements for the occupation of Japan and Japanese-controlled territories.
One especially important provision divided surrender responsibilities in Korea. Japanese forces north of the 38th parallel were directed to surrender to Soviet forces, while those south of the line surrendered to U.S. forces.
