The design emerged around the time Finland gained independence from the Russian Empire in 1917. Its roots reach back earlier: a blue-cross flag was used by the Nyländska Jaktklubben yacht club in Helsinki from 1861. Artists Eero Snellman and Bruno Tuukkanen helped establish the final national design after independence.

Finland adopted the flag officially on 28 May 1918. The civil flag has no coat of arms, while the state flag places Finland’s coat of arms at the intersection of the cross. A common mistake is to describe the field as pale blue because the cross dominates the design; the field itself is white.
