The Berlin Conference of 1884–1885 helped formalize European claims in Africa.
Also called the Congo Conference or West Africa Conference, it was convened by German Chancellor Otto von Bismarck in Berlin. Delegates from European powers and the United States discussed trade, navigation, diplomatic recognition, and rules for claiming African territory. African representatives were not included in the negotiations.
The conference did not draw every later colonial boundary on a single map, but its principle of “effective occupation” encouraged European states to establish visible control before claiming territory. This accelerated the Scramble for Africa, during which European empires expanded their rule across most of the continent.
The meeting is often described as dividing Africa, but that summary is simplified. Many borders were negotiated later, and local kingdoms, communities, and resistance movements shaped events. The conference nevertheless became a major symbol of imperial decision-making without African participation.
