Japan's surrender delegation traveled to Manila on August 19, 1945, to meet Douglas MacArthur.
The delegation went to the Philippine capital to receive instructions about the occupation and the practical arrangements for Japan's surrender. MacArthur, serving as Supreme Commander for the Allied Powers, had already issued General Order No. 1 and was directing the transition from war to occupation.
The mission occurred before Allied forces entered Tokyo in large numbers. It was part of a carefully managed sequence: Japan announced acceptance of the surrender terms, representatives met Allied commanders, occupation forces began arriving, and the formal Instrument of Surrender was signed later.
Manila had been the site of major fighting earlier in 1945, when Allied forces recaptured the city from Japan. The delegation's trip there should not be confused with the September surrender ceremony, which took place aboard USS Missouri in Tokyo Bay.
