The signing took place at Independence Hall in Philadelphia after the Constitutional Convention had worked for about four months. The delegates had met to address problems under the Articles of Confederation but ultimately produced an entirely new framework for the federal government.
Thirty-nine delegates signed the document, representing twelve states. Rhode Island did not send delegates to the convention. George Washington, who presided over the convention, signed along with Benjamin Franklin and other prominent delegates.
