OPEC was founded in Baghdad in September 1960.

Representatives of Iran, Iraq, Kuwait, Saudi Arabia and Venezuela met at the Baghdad Conference from 10 to 14 September 1960. Their discussions led to the creation of the Organization of the Petroleum Exporting Countries, established to coordinate petroleum policy and strengthen oil-producing countries’ influence over prices and production.

The founding meeting took place during a period when major international oil companies, often called the Seven Sisters, dominated much of the global petroleum trade. The member governments wanted a greater voice over posted crude-oil prices and the economic terms governing their resources.

The city can be confused with Vienna because Vienna is OPEC’s headquarters today. Geneva was also significant because OPEC used it as its first headquarters before moving to Vienna in 1965. Kuwait City was represented through Kuwait at the founding conference, but it was not the founding venue.
