The Stamp Act Congress met in New York City in October 1765.
The gathering brought together 27 delegates from nine British North American colonies. They met from October 7 through October 25 at the building then known as City Hall, on the site later associated with Federal Hall.
The delegates opposed the Stamp Act, which required many printed materials—including newspapers, legal documents, almanacs, and playing cards—to use specially stamped paper purchased from the government. Their central argument was that Parliament should not tax colonists who had no elected representatives in Parliament.
The congress produced a Declaration of Rights and Grievances and petitions to the king and Parliament. It was an important early example of intercolonial cooperation, preceding the First Continental Congress by nearly a decade. The Stamp Act was repealed in 1766, although Parliament simultaneously passed the Declaratory Act, asserting broad authority over the colonies.
