Hephaestus was the Olympian god associated with fire, metalworking, craftsmanship, and divine manufacture. His role explains why the myth assigns Pandora’s physical creation to him rather than to a god chiefly associated with war, music, or wine.

Other gods then contributed qualities or adornments. Athena taught useful crafts, Aphrodite gave charm, and Hermes supplied persuasive speech. These separate contributions are why Pandora’s name refers to gifts from all the gods, not because Hephaestus alone gave her every attribute.
