In the Greek Pandora myth, who ordered the gods to create Pandora?

The story behind the answer

In the Greek Pandora myth, Zeus ordered the gods to create Pandora.

Hesiod presents Pandora as part of Zeus's response to Prometheus's theft of fire. Zeus instructs Hephaestus and the other gods to make a woman whose arrival will bring hardship to humanity. Several deities then contribute to her appearance, clothing, skills, and persuasive qualities.

This episode makes Pandora a divine creation rather than an ordinary human birth. Zeus's motive is also central: the story frames her arrival as punishment connected with the conflict between Zeus and Prometheus. Athena, Aphrodite, and Hermes each have roles in the process, but Zeus is the authority who commands the creation and dispatches the plan.
