Hesiod says Zeus ordered Hephaestus to shape Pandora from earth and give her human form. Hephaestus was the Olympian god of fire, metalworking, smithing and craftsmanship, so the task fits his traditional role as the divine artisan. Other gods then contributed qualities or gifts, giving Pandora the name meaning “all-gifted” or “all-giving.”
The creation episode is part of Zeus’s response to Prometheus stealing fire for humans. Pandora is not simply described as an ordinary mortal woman: she is a carefully assembled divine creation sent as a punishment.
