In Pandora's Box, who sent Pandora to Epimetheus as part of a punishment for humanity?

The story behind the answer

In Pandora’s Box, Zeus sent Pandora to Epimetheus as part of humanity’s punishment.

Hesiod connects Pandora’s arrival with the conflict over fire. Prometheus tricks Zeus during a sacrifice and later steals fire for human beings. Zeus responds by devising a different punishment: he orders the creation of Pandora and has her taken to Epimetheus, Prometheus’s brother.

The myth presents Zeus as the authority directing the plan, even though several gods contribute gifts or skills to Pandora’s making. Pandora’s arrival is not described as an accidental discovery. It is a deliberate divine response to Prometheus’s defiance and to the benefits he gave humanity.

Later retellings sometimes make Pandora herself the cause of the world’s troubles, but Hesiod’s account places responsibility within the conflict between Zeus and Prometheus. Pandora becomes the instrument through which the punishment reaches humankind.
