In Hesiod’s Pandora story, Zeus ordered Hermes to give her a deceptive mind.

Hesiod presents Zeus as the ruler who devises Pandora’s creation as part of humanity’s punishment after Prometheus’s theft of fire. Zeus instructs the gods to contribute to her formation and attributes. Hermes is associated with giving her speech and a deceptive or crafty character, but the command comes from Zeus.

This division of roles is easy to blur because several gods participate in the episode. Hephaestus fashions Pandora from earth, Athena gives her instruction and clothing, and other divine figures provide adornment or qualities. Zeus remains the directing power behind the plan.

The story is therefore not a simple account of one god creating every aspect of Pandora. Hesiod builds the character through a coordinated divine process, making her a composite figure whose beauty and social abilities coexist with deception and danger.
