In Hesiod’s account, Hephaestus fashioned Pandora’s body.

Works and Days describes Zeus commanding Hephaestus, the divine smith, to shape Pandora from earth. This makes her creation a crafted divine project, comparable to the making of a figure by an exceptionally skilled artisan.

Other gods then contribute separate qualities. Athena teaches Pandora crafts, Aphrodite gives her charm, and Hermes supplies speech and a deceptive nature. The story’s structure emphasizes that Pandora is assembled through many divine gifts.

The account is sometimes confused with later artistic depictions in which Pandora is simply born from the earth. Hesiod’s version instead names Hephaestus as the craftsman responsible for forming her body. The familiar clay imagery comes from the broader ancient tradition of gods making humans from earth.
