In Greek mythology, who ordered the gods to create Pandora?

The story behind the answer

In Greek mythology, Zeus ordered the gods to create Pandora. Hesiod presents this command as a response to Prometheus stealing fire and giving it to humanity. Zeus wants to impose a further burden on humans after that act of defiance.

The creation is collaborative. Hephaestus shapes Pandora from earth, while other gods provide attributes or gifts. Hesiod’s account emphasizes that she is fashioned as part of Zeus’s plan, not born through an ordinary human family line. Her arrival is therefore a divine construction with a specific punitive purpose.

Zeus is the ruler of the Olympian gods in the relevant myths, but the details vary across later retellings. Modern illustrations often show a single god presenting Pandora with the jar, while the ancient account distributes her creation and adornment among several deities.

This event should not be confused with the question of who made Pandora’s body: Hesiod assigns that task to Hephaestus, whereas Zeus is the deity who commands the overall creation.
