In Greek mythology, Hephaestus is the Olympian god associated with making Pandora’s artificial form.
Hesiod describes the gods cooperating in Pandora’s creation after Zeus decides to punish humanity. Hephaestus, the divine smith and craftsman, shapes her from earth. This connects the story with his usual mythological role as maker of weapons, armor, objects, and other crafted forms.
Other gods contribute qualities or gifts. Athena gives her clothing and adornment, while Aphrodite contributes beauty and the Graces add charm. Hermes gives her a deceptive nature and a voice, according to the traditional account.
The story does not describe Pandora as being born in the ordinary human way. She is fashioned by divine craftsmanship, which is why Hephaestus is the best answer rather than a god associated primarily with birth or beauty.
