In Greek mythology, which god ordered Hephaestus to form Pandora from earth?

The story behind the answer

In Greek mythology, Zeus ordered Hephaestus to form Pandora from earth.

Hesiod presents Pandora’s creation as Zeus’s response to Prometheus’s theft of fire for humanity. Zeus instructs Hephaestus, the divine craftsman, to make a woman from earth. The other gods then contribute attributes and adornments before Pandora is sent to Epimetheus.

This episode is part of a larger conflict between Zeus and Prometheus. Prometheus’s deception and theft help humanity, but Zeus answers by arranging a punishment that affects mortals. Pandora is therefore not portrayed simply as an independent villain; she is created and dispatched within a divine plan. Later versions often simplify the sequence, but Zeus’s command remains the central cause of her making in Hesiod’s narrative.
