In Greek mythology, which god ordered Hephaestus to create Pandora as a punishment for Prometheus stealing fire?

The story behind the answer

In Greek mythology, Zeus ordered Hephaestus to create Pandora as a punishment for Prometheus stealing fire.

Hesiod tells this story most fully in Works and Days. Prometheus had deceived Zeus during a sacrifice and later stole fire for humanity, so Zeus devised a punishment affecting both Prometheus and mortals. He commanded the smith-god Hephaestus to shape a woman from earth, while other gods contributed qualities, gifts, or skills.

Pandora was then presented to Epimetheus, Prometheus’s brother. Although Prometheus had warned him not to accept gifts from Zeus, Epimetheus welcomed Pandora. The story is therefore not simply a creation myth: it is also Hesiod’s explanation for why suffering and hardship exist in human life.

Some retellings describe Zeus as personally creating Pandora, but Hesiod specifically assigns the making of her physical form to Hephaestus. Zeus is the deity who initiates and commands the scheme.
