The America250 commission was specified to have 24 voting commissioners.
The voting membership consists of eight members of Congress and sixteen private citizens. The congressional members include four senators and four representatives, with appointments divided between majority and minority leadership in each chamber. The private citizen seats are likewise distributed through congressional leadership.
The commission also includes nonvoting ex officio federal officials. After the 2020 amendments, the overall membership could therefore be larger than the 24 voting commissioners. This distinction explains why sources may give different totals when describing the body.
The voting structure was designed to make the commission bipartisan while adding private citizens with experience in history, public service, culture, education, and civic life. The commission’s statutory role is to coordinate anniversary observances rather than serve as a legislative chamber.
