Japan submitted the names of 11 representatives to the Allies before the 1945 surrender ceremony.
The delegation included Foreign Minister Mamoru Shigemitsu and General Yoshijiro Umezu, who were the two officials authorized to sign the surrender instrument. The other nine delegates represented Japan’s Army, Navy, and Foreign Ministry. Their names were provided in advance as part of the detailed planning for the ceremony.
For security reasons, only the identities of the two signatories were initially revealed to the press on the morning of the signing. The full delegation traveled from Tokyo, boarded a vessel at Yokohama, and went out to USS Missouri, anchored in Tokyo Bay.
The number 11 refers to the Japanese delegation, not the total number of signatories. Allied representatives also signed, and General MacArthur signed for the Allied powers before them. Confusing the delegation size with the number of countries represented is a common mistake when counting the people present.
