Eleven Japanese officials were listed in the delegation for the 1945 surrender ceremony.
The delegation included representatives from the Japanese government, Army, Navy, and Foreign Ministry. For security reasons, the Allies initially kept the full list from the press and publicly identified only the two officials who would sign the document.
Foreign Minister Mamoru Shigemitsu signed on behalf of the Japanese government. General Yoshijirō Umezu, chief of the Imperial General Staff, signed as the senior military representative. The remaining delegates attended as members of the broader Japanese delegation but did not all place signatures on the Instrument of Surrender.
This number is different from the number of Allied nations represented. Nine Allied governments signed, while eleven Japanese officials were listed. The distinction also helps explain historical photographs that show a larger group standing behind the two Japanese signatories on USS Missouri’s deck.
