Eleven Japanese delegates were present for the September 2, 1945, surrender ceremony.
The delegation included two official signatories and nine other delegates. Mamoru Shigemitsu signed for the Japanese government, while General Yoshijiro Umezu signed for the Japanese Imperial General Headquarters. The remaining members represented the army, navy, and Foreign Ministry.
The Allies had received all eleven names in advance, but only the two signatories were publicly identified before the ceremony. This security and protocol decision helped keep attention focused on the officials who possessed the authority to sign the document.
The Japanese delegation traveled from Tokyo to Yokohama and then boarded a vessel for USS Missouri, anchored in Tokyo Bay. Their participation was part of a carefully arranged ceremony attended by representatives of nine Allied governments.
