Eleven Japanese delegates were present for the 1945 surrender signing aboard USS Missouri.
Only two Japanese representatives actually signed the document: Foreign Minister Mamoru Shigemitsu, acting for the emperor and government, and General Yoshijiro Umezu, representing Imperial General Headquarters. The other nine delegates represented the army, navy, and foreign ministry.
The full list of eleven names had been submitted to the Allies in advance. For security and publicity reasons, however, only the two signatories were initially identified in press coverage. The delegation traveled from Tokyo to Yokohama and then boarded a smaller vessel to reach Missouri in Tokyo Bay.
The number 11 therefore refers to the entire Japanese delegation, not the number of Japanese people who signed. That distinction is a common source of confusion when descriptions of the ceremony are abbreviated.
