Eleven Japanese delegates were named for the 1945 surrender ceremony.
Only two Japanese representatives signed the document: Foreign Minister Mamoru Shigemitsu for the Japanese government and General Yoshijirō Umezu for Imperial General Headquarters. The other nine delegates attended as members of the military and foreign-ministry delegation but did not sign as principal representatives.
The delegation included three representatives each from the Army, Navy, and Foreign Ministry in addition to the two principal signatories. Japanese authorities submitted all eleven names to the Allies in advance. For security and presentation reasons, only the two signatories were initially emphasized in press coverage.
The number eleven is therefore different from the number of Japanese signatories. It is also different from the number of Allied powers represented at the ceremony. The full Japanese delegation traveled from Tokyo to Yokohama and then went out to USS Missouri, anchored in Tokyo Bay.
