Eleven Japanese delegates were listed for the surrender ceremony aboard USS Missouri.
Only two of the eleven delegates signed the instrument: Foreign Minister Mamoru Shigemitsu for the Japanese government and General Yoshijirō Umezu for Imperial Japanese General Headquarters. The other delegates attended as military, naval, or diplomatic representatives.
The Japanese delegation included three representatives each from the Army, Navy, and Foreign Ministry, in addition to the two principal signatories. Their names were submitted to the Allies before the ceremony.
For security reasons, the press was initially told only the identities of the two signatories. The full group traveled from Tokyo to Yokohama, boarded a launch, and then transferred to Missouri in Tokyo Bay.
