How many Japanese delegates signed or attended the formal surrender ceremony aboard USS Missouri?

The story behind the answer

Eleven Japanese delegates signed or attended the formal surrender ceremony aboard USS Missouri.

Japan's delegation included two official signatories and nine additional representatives. Foreign Minister Mamoru Shigemitsu signed for the Japanese government, while General Yoshijiro Umezu signed for the Imperial Japanese General Headquarters. The remaining delegates represented the army, navy, and foreign ministry.

The full list of Japanese delegates was submitted to the Allies before the ceremony. For security reasons, however, newspapers were initially told only the names of the two officials who would sign the document. The delegation traveled from Tokyo to Yokohama and then boarded a launch for USS Missouri in Tokyo Bay.

The number eleven can be confused with the nine Allied governments represented at the ceremony. It also differs from the two Japanese signatories whose names appear on the surrender instrument. Counting the whole Japanese delegation, rather than only the people who signed, produces the answer eleven.
