Eleven Japanese delegates attended the surrender signing aboard USS Missouri.

Only two of the eleven signed the document: Foreign Minister Mamoru Shigemitsu and General Yoshijirō Umezu. The remaining delegates represented Japan’s Army, Navy, and Foreign Ministry and accompanied the signatories during the ceremony.

The full list of names was submitted to the Allies in advance, but only the two signatories were initially revealed publicly. The delegation traveled from Tokyo to Yokohama and then went out to Missouri, which was anchored in Tokyo Bay. The number is sometimes confused with the number of Japanese signatories, which was two, or with the number of Allied governments represented, which was nine.
