Eleven Japanese delegates attended the formal surrender ceremony in Tokyo Bay.
The delegation included two principal signatories: Foreign Minister Mamoru Shigemitsu, who signed for the Japanese government, and General Yoshijirō Umezu, who signed for the Imperial General Headquarters. Nine additional delegates accompanied them.
The Allies required Japan to submit the names of all eleven delegates in advance. For security and presentation purposes, only the two people who would sign the document were initially identified publicly.
The figure eleven is sometimes confused with the number of countries represented on the Allied side or with the number of Japanese signatories. Japan had eleven delegates, but only two Japanese officials signed the instrument. Representatives of nine Allied nations signed after the American representatives.
