Twelve of the thirteen colonies supported the independence clause of the Lee Resolution in 1776.
The vote took place in the Second Continental Congress on July 2. Delegates from the Colony of New York abstained because they had not yet received authorization from their provincial government to vote for independence. The other twelve colonial delegations supported the resolution.
New York later joined the other colonies. Its provincial congress voted on July 9 to support independence, after the Continental Congress had already passed the resolution. This is why the famous phrase “thirteen colonies” can coexist with a July 2 vote involving only twelve affirmative delegations.
The Declaration of Independence was approved on July 4, after Congress had adopted the underlying decision. The two events are closely connected but were not the same vote.
