In Works and Days, Zeus orders Hephaestus to create the first woman as part of a punishment directed at humanity after Prometheus deceives Zeus and steals fire. Hephaestus, the divine smith and craftsman, forms Pandora from earth. Other gods then contribute gifts or qualities, helping explain her name, which is commonly interpreted as “all-gifted.”
Later retellings often compress the creation scene or credit “the gods” collectively. That broad description is not wrong, but Hephaestus is the specific craftsman named in Hesiod’s account. Hermes also has an important role: he gives Pandora speech and a deceptive nature, but he does not shape her body.
